As president of the United States, I stand here before you to say that whether you wear the banner of PLSH, LGD, ATA, MELT, or any other alliance, each of you has contributed to the story of 395. Our server is not great because we have a few strong players. We are great because our people choose unity over division. I support all the people who support 395.

Despite whatever agreements were made in the past, I hereby decree the removal of ALL arena restrictions.

Over the past several months, state-wide rules and expectations have been treated as official policy despite never receiving a formal vote from the Top 10 alliances. The core issue is not disagreement over any particular rule. It is the absence of an established voting process, the lack of documented state-wide approval, and a failure to address that deficiency through a transparent, representative system.

To correct this, a 395 Leaders chat has been created and all Top 10 alliances have been invited. From this point forward, state governance should take place in an open forum, not through private direct messages.

The Problem

For months, state-wide rules have been drafted through private DM conversations and then presented as binding policy. Decisions that affect every alliance in this state should not originate behind closed doors and then be handed down as agreements the rest of the state is simply expected to honor.

In recent discussions, it has even been acknowledged that many state decisions were pre-discussed between a small number of leaders before being presented to the broader state. That admission is not evidence of bad intentions, but it does demonstrate the governance problem we are attempting to solve. Private discussions are not a substitute for transparent state-wide representation.

I will also acknowledge my own part in this. In my recent presidential message, I removed the arena restrictions without putting the matter to a formal vote. I believed I was reversing a rule that had itself originated from private discussions, but regardless of intent, I changed a state-wide rule without a transparent process. That is precisely why this reform is necessary. The solution is not for any one person to make unilateral decisions in either direction. The solution is a system where state-wide rules are openly debated and decided by the alliances they affect.

The Path Forward

If a rule affects the entire state, it must be discussed openly within the 395 Leaders chat and approved through a transparent vote. Every Top 10 alliance has been invited and has the opportunity to participate.

State-wide rules require state-wide representation. That standard has not been met until now.

Presidential Decree

As President of the United States, I hereby decree that until the Top 10 alliance leaders each cast one R5 vote on NAP rules, no NAP rules can claim legitimacy as state-approved policy.

Until that vote happens, treat every day as purge day.

Brothers and sisters of 395,

The state of our union is strong.

But I'm not going to stand here and pretend the last few weeks were easy.

PLSH, for example, took some serious hits. We watched MMM and HA1 walk away with victories. Some of us went to sleep wondering if there was any fire left.

So let me answer that question right now.

Look at the cluster. Look at the rankings. Look at where 395 stands after everything that was thrown at us. A few defeats in VS do not break us. They did not even dent who we are.

We are still here.

We are still standing.

And make no mistake: we are still the strongest server in this cluster.

A loss is not a verdict. A loss is a lesson.

Every alliance that beat us taught us exactly where to sharpen the blade. They showed us our weak points, and now we know them better than they do. The next time they line up across from us, they will not meet the server they remember.

So to MMM, to HA1, and to every alliance that thinks 395 is finished, hear this clearly:

We are just getting started.

Something else important has been taking place in our server's history. State-wide policies are now being decided through an open and transparent voting process. This reform is larger than any single vote or issue. It represents a fundamental shift in how our community governs itself.

Decisions that affect everyone are brought before alliance leadership, discussed openly, voted on, and shared publicly with the people.

The strength of a server is not measured by power rankings alone. It is measured by whether its people believe they have a voice and whether their leaders are willing to represent them.

And that brings us to some internal affairs.

A server only governs itself if its leaders respect its people.

Some alliance representatives have repeatedly opted out of voting, and every time an R5 sits out a vote, they are choosing silence on decisions that shape YOUR future.

That is not on the President to fix.

That responsibility belongs to the people.

If your alliance leadership continues to opt out, ask them respectfully to represent you. And if your R5 does not wish to vote personally, there is no reason your alliance should remain voiceless. An R4 can be appointed to cast votes on behalf of the alliance.

And to those planning to migrate at the end of Season 3, your voice still matters here and now.

You are citizens of 395 until the day you leave, and the votes cast today shape the server that you and your brothers and sisters live in right now.

We have also seen respected veterans decide to migrate. Their contributions helped shape the history of 395, and they deserve our gratitude.

But every generation of leaders creates opportunities for the next generation to rise. Every season we lose good players to other servers, and every season new players arrive and choose to make 395 their home.

PLSH and LGD had a prior capital rotation agreement that appears stable and fair, with two terms held by PLSH and two terms held by LGD. However, I believe one question deserves discussion before the end of my term:

Should an alliance preparing to migrate hold the capital during migration?

I encourage our 395 Leaders to openly discuss and vote on capital rotation policies and procedures so that expectations are clear for everyone moving forward.

We will not always agree. Different people will have different perspectives and different visions for the future. That is not a weakness; it is the reality of a diverse server.

What matters is that we continue to treat one another with respect and remember that when SVS begins, the reputation of 395 is on the line. Whatever our differences, we must stand together as one server.

Additional guidance: Focus on upgrading the Bio Lab and Greenhouses to strengthen your ability to attack higher-level velociraptor and stegosaurus. Support path for Mastery increasea yields of Ferns and Scales, while also boosting Resistance. Try to keep greenhouse levels close to biolab, always have enough scales for the day for a biolab upgrade though since you can generate leaves.

From the Office of the President Executive Order on Rule Enforcement and Complaint Procedures

E01

By the authority vested in the Office of the President, and for the purpose of ensuring fairness, order, transparency, and proper chain of command in the enforcement of server rules, the following procedure is hereby established.

Section 1. Purpose

The purpose of this order is to create a clear and fair process for handling accusations of rule violations. Rule enforcement shall not be handled through public arguments, personal disputes, or direct appeals to the President, except in matters involving Enemy of the State.

Section 2. Initial Reporting

If a player believes that a rule has been broken, that player shall first report the matter to their own R5.

The player shall not bring the complaint directly to the President.

Section 3. R5 Review

The reporting player’s R5 shall review the claim and determine whether the complaint appears to have merit.

If the R5 determines that the claim does not appear valid, the matter may be dismissed at the alliance level.

If the R5 determines that the claim appears valid, the R5 shall proceed with direct communication.

Section 4. R5-to-R5 Resolution

The R5 of the complaining alliance shall communicate directly with the R5 of the alliance accused of breaking the rule.

Both R5s shall make a good-faith effort to review the facts, discuss the issue privately, and reach a fair resolution.

If both R5s agree on what occurred and agree on a solution, the matter shall be considered resolved.

Section 5. Escalation to Complaint Room

If the two R5s cannot agree on whether a rule was broken, or cannot agree on a proper solution, the complaining R5 may bring the matter to the official complaint room.

Once brought to the complaint room, the issue shall be reviewed by the other R5s.

Section 6. Majority Decision

If a majority of participating R5s determine that a rule was broken, the R5s may decide an appropriate punishment, correction, or resolution.

The decision of the majority shall serve as the ruling on the matter.

Section 7. Role of the President

The President shall not serve as the arbiter of ordinary rule disputes.

The President’s role is not to personally judge every complaint, settle every alliance disagreement, or replace the authority of the R5s.

The President shall act as arbiter only in matters involving Enemy of the State, or in other extreme matters directly affecting the security and stability of Server 395.

Section 8. Final Directive

All alliances are expected to respect this process.

Players shall go through their R5. R5s shall communicate with each other first. Only unresolved matters shall be escalated to the complaint room.

This order is intended to protect fairness, prevent unnecessary conflict, and ensure that server rules are enforced by proper leadership process rather than emotion, public pressure, or personal accusation.

The following do NOT constitute Enemy of the State offenses:

• Sharing publicly available information. • Sharing player coordinates that are publicly visible in-game. • Discussing migration plans. • Alliance recruitment efforts. • General diplomacy, negotiations, or communication with other servers. • Information that is already publicly known or reasonably accessible to all players. • Maintaining accounts in multiple states. • Personal disagreements between players or alliances.

OPTION 1 Captured cities cannot be attacked without permission from the owning alliance, or the offending alliance may face daily farming attacks for 1 week Main alliances have priority over farm alliances, and alliances ranked 1–3 will be assigned City 6. My Fellow Citizens,

As my time as President comes to an end, I want to leave with optimism and confidence in the future of our state. When I accepted this role, my goal was to ensure that every major alliance had a voice, that decisions were transparent, and that the future of our server belonged to all of us.

Together, we built the 395 Leaders process, published votes openly, preserved our farming rules, established Holistic Day as the method for determining NAP status, set clear guidelines, and created a culture where it might be possible to settle our disagreements.

I was never a perfect President. I made mistakes, and at times I am wrong. But everything I did was driven by a sincere belief that 395 deserved openness and a future that every player could help shape.

To those worried about migration, I ask you not to be. Migration is still a long way off, and 395 remains one of the strongest, most resilient, and most respected states in our cluster. We can overcome any setbacks. The strength of 395 belongs to its people. But after losing the SvS against 396, many believed our best days were behind us. But we continue to stand, compete, and grow together.

To every alliance: continue participating, continue building. The systems we created only work when people remain engaged and committed to a shared future. Long after any of us have moved on, 395 will continue to stand as one of the finest states in this cluster.

And while my term may end as President, I have learned that one should never assume a leader has exhausted every tool at his disposal. History has a way of surprising us. And if history teaches anything, it is that a President should never reveal his final executive order before its proper time.

Until then — keep building, keep fighting, keep believing in 395.

EXECUTIVE ORDER 2 IAPU State Security Directive By the authority vested in me as President of Server 395, and in order to ensure the continued stability, security, and continuity of the state during periods of transition and uncertainty, it is hereby ordered as follows: WHEREAS the stability of Server 395 depends on clear and recognized lines of authority during moments of capital assignment, leadership transition, SvS preparation, migration uncertainty, and other periods of instability; and WHEREAS the interests of the state must be safeguarded through a designated body empowered to act decisively when such instability arises; NOW, THEREFORE, it is hereby ordered: Section 1. Establishment of Authority. The IAPU Representatives are hereby recognized as the official State Security and Continuity Authority of Server 395. Section 2. Purpose. This authority exists for one purpose: to protect the future of 395. Section 3. Scope of Authority. During periods of capital assignments, leadership transition, SvS preparation, migration uncertainty, or other state instability, the IAPU Representative is authorized to review the situation and determine what action is necessary to preserve the interests of the state. Section 4. Suspension of Conflicting Rules. Where existing rules are found to threaten state continuity, they may be temporarily suspended for the purpose of securing the server's future. Section 5. Alliances should prioritize selecting opponents from other servers for Glory War.

If no cross-server opponents are available and two alliances from 395 are matched against each other, the alliance leaders should communicate after matchmaking to determine the best path forward. The goal should be to maximize rewards for as many players from both alliances as possible while remaining fair and impartial.

If a mutual agreement cannot be reached, the match should proceed as a friendly competition without outside interference.

Additional Rule

Players from other alliances must not be asked to provide assistance or participate in the Glory War match.

IAPU has determined that alliances planning to migrate out should not hold Capital due to the instability it creates within the server. As a result, a new Capital rotation plan was presented and voted on.

Option 1 — Capital Rotation Capital will rotate among the top five (5) alliances that are not planning to migrate out. These alliances will receive support from top players during SVS. The alliance holding Capital is responsible for preparing in advance and coordinating with supporting players. PLSH will hold Capital during the end-of-season migration period to help ensure a smooth transition for the server. Option 2 — PLSH Stability PLSH would retain control of Capital until the end of Season 3 to help maintain server stability. Capital rotation would resume in Season 4 once server instability has subsided.

Result: Majority voted for Option 1.


Farming Rules

Here are the current farming rule reminders for the server.

Farming Schedule: Any HQ belonging to alliances ranked 11 and below may be farmed on Monday, Wednesday, and Friday. Alliances with 70 members or fewer may be farmed every day. Limitation Clause A maximum of five (5) members from the same alliance may farm a single hive at one time.

Event Restrictions No farming is permitted during Tyrant or Dino Egg Defense events. If a player teleports into an alliance before an event begins, they must wait until the event has concluded before farming. Farming may resume once the event has ended.

Defending Farming Members Alliances may defend members who are farming by: Reinforcing the farming member. Initiating TVT. Attacking the farmer's HQ. Zeroing the farmer to force them to leave the hive.

Counter Defense Members may reinforce a farming member who is under attack. Players who were not farming themselves may not attack in defense.

Protected Alliances NAP 10 alliance HQs are protected from farming at all times. The following farm alliances are protected and may neither be farmed nor participate in farming: 0nly 0n2y boaf lgfm ata2

Rule Violations If you believe a farming rule has been violated, please notify your R4 or R5. Alliance leadership should work directly with each other to resolve the issue.

Please do not skip straight to the President of the United States, world chat, your dog, or even your therapist. Let the R4s and R5s do their jobs first. If leadership can't resolve the issue, then it can be escalated through the appropriate channels.

NAP Revamp Rule Results

Date: July 12, 2026

Background MeLT's R5 raised concerns regarding the lack of farming opportunities and available resources for alliance members and proposed changes to the current NAP structure. During the discussion, DABO's R5 introduced Option 2 as an alternative proposal.

POTUS and leadership understand that some players feel there is a shortage of farming opportunities and resources. Those concerns have been heard and discussed. However, our server operates through a democratic process, and the outcome is determined by the majority vote of alliance leadership.

Standing Clause Regardless of the option selected, alliance leaders may mutually arrange farming days between their alliances if they wish. Any such arrangements are made at the participating alliances' own risk.

During SvS Weeks

NAP 10 protections remain in effect. Only alliances ranked 11 and below may be farmed on Monday, Wednesday, and Friday.

Any alliance with 70 members or fewer may be farmed every day.

The rotating President will continue sending server email reminders to help everyone stay updated.
